Our review demonstrates that no jurisdiction currently provides a comprehensive regulatory framework for energy storage, with the majority of jurisdictions currently allowing storage to be defined as “generation” for the purposes of licensing and other regulatory requirements.

The Energy Storage Grand Challenge (ESGC) is a comprehensive program launched by the U.S. Department of Energy (DOE) in January 2020. It is designed to accelerate development, commercialization, and utilization of Energy Storage Systems (ESS), and to catalyze domestic manufacturing capabilities.

Since the publication of the first Energy Storage Safety Strategic Plan in 2014, there have been introductions of new technologies, new use cases, and new codes, standards, regulations, and testing methods. Additionally, failures in deployed energy storage systems (ESS) have led to new emergency response best practices.

Energy Storage Systems (ESSs) containing lithium-bearing energy carriers. These are covered under PGS 37-1. However, the storage of ESSs themselves still falls within the scope of PGS 37-2. The temporary storage of packaged lithium-bearing energy carriers that are kept outside of a regular storage facility prior to or after transport.

ACC proposed new energy rules in November 2020 that would require installation of energy storage systems by December 2035 with an aggregate capacity equal to or greater than five percent of an electric utility's 2020 peak demand. Forty percent of this capacity must be customer-owned or leased distributed storage.

Eligible storage technologies are any mechanical, chemical, or thermal processes that store energy generated at one time for use at a later time. This includes storing thermal energy for direct use in heating or cooling at a later time and avoiding the use of electricity for such heating or cooling.
